Pioneers in Natural Gas Power

Considered pioneering endeavors in the Philippines, First Gas Power Corporation’s 1000-MW Santa Rita Combined-Cycle Power Plant (Santa Rita CCPP) and FGP Corp.’s 500-MW San Lorenzo Combined-Cycle Power   Plant (San Lorenzo CCPP) are two of the three natural gas-fired power plants that form the cornerstone of the Malampaya Gas-to-Power Project.

Requiring total investments of approximately US$4.5 billion, the ambitious Malampaya Gas-to-Power Project, to date,   is the largest single industrial investment in the history of Philippine business. The project paved the way for the birth   of the natural gas industry in the country.

First Gas Power Corporation

First Gas Power Corporation (FGPC)’s 1000-MW Santa Rita CCPP was the first to use the rich natural gas deposit discovered in offshore Palawan as a local source of fuel to produce electricity.

FGPC, a wholly owned subsidiary of First Gen Corporation (First Gen), owns and operates the 1000-MW Santa Rita CCPP in Santa Rita, Batangas City, 100 kilometers south of Manila.

FGPC, which was originally 60%-owned by First Gen, has become a wholly owned First Gen subsidiary following the decision in May 2012 of the BG Group to sell its 40% interest in FGPC.

The Santa Rita CCPP was built by a consortium led by Siemens AG under a fixed-price, turnkey Engineering, Procurement and Construction (EPC) Contract. Operation and Maintenance (O&M) of the plant is performed by Siemens Power Operations, Inc. (SPOI), a wholly owned subsidiary of Siemens AG.

Fuel supply is covered by a 22-year Gas Supply Purchase Agreement (GSPA) with the Malampaya consortium consisting of Shell Philippines Exploration B.V., Chevron Malampaya LLC and PNOC Exploration Corporation. The gas seller consortium extracts natural gas from the Malampaya field pursuant to the terms of North West Palawan Service Contract No. 38, which was concluded with the Philippine Government in December 1990.

The Santa Rita CCPP commenced commercial operations in August 2000 and initially ran on liquid fuel, and in January 2002 commenced natural gas operations when gas from the Malampaya field became available in commercial quantities. Santa Rita sells electricity to the Manila Electric Company (Meralco) under a 25-year Power Purchase Agreement (PPA).

FGP Corp.
   FGP Corp. (FGP), also a wholly owned First Gen subsidiary, owns and operates the 500-MW San   Lorenzo CCPP, located west of and adjacent to the Santa Rita CCPP.

  FGP, which was originally owned 60% by First Gen, has become a wholly owned First Gen   subsidiary following the decision in May 2012 of the BG Group to sell its 40% stake in FGP.

  Similar to the Santa Rita CCPP, the San Lorenzo CCPP was built by Siemens AG under a fixed-price,   turnkey EPC Contract. O&M of the plant is likewise performed by SPOI. Fuel supply is covered by a   22-year GSPA with the Malampaya consortium.

  The San Lorenzo CCPP commenced commercial operations in October 2002 using Malampaya   natural gas. San Lorenzo also sells electricity to Meralco under a 25-year PPA.

  Critical to the success of both the Santa Rita and San Lorenzo projects was the construction of an   on-shore natural gas transmission pipeline that would transport Malampaya gas to both Santa Rita and   San Lorenzo from the natural gas facility of SPEX in Tabangao, Batangas City. FGP took on the                                                                                               responsibility to construct this pipeline, the first of its kind in the Philippines.

World-Class Standards

In 2004, FGPC and FGP achieved full Integrated Management Systems (IMS) certification. This confirms compliance with ISO 9001:2000 (Quality Management), ISO 14001:1996 (Environmental Management) and OHSAS 18001:1999 (Occupational Health and Safety Management) across the organizations. In the same year, parent firm First Gen earned its certification for compliance with ISO 9001:2000 (Quality Management). FGPC and FGP have underwent and passed recertification audits; and, to date, they respectively hold the following certifications: ISO 9001:2008; ISO 14001:2004; and OHSAS 18001:2007. First Gen likewise has passed subsequent Quality Management System audits; and to date, it holds a certification for compliance with ISO 9001:2008.
